Can a variety be heterogeneous? 

Seed regulations are based on the description and distinction of varieties stable over time to guarantee fair trade. Uniformity is not an end in itself but allows distinction/description and guarantees stability. This requirement for uniformity is often questioned by new societal expectations (adaptation to climate change, varied food, biodiversity). The new EU organic regulation already questions these standards. When and how was the current system constructed? What degree of heterogeneity do we already accept according to species and genetic constructions, what difference between relative homogeneity and off-types, what tolerance can be accepted according to national lists? Is it possible to revisit these standards of homogeneity? Besides, what exactly are marketers expecting?
